01 / WHAT IT BUILT

What the company did

Tada was the van-hailing brand of VCNC (Value Creators & Company), a Socar affiliate founded in South Korea in 2011. Launched in October 2018, Tada exploited a legal loophole - 11-to-15-seat rental vans could legally be rented with a driver - to offer app-based rides in Kia Carnival vans, reaching 1.7 million users within a year and becoming a wildly popular transportation option. Taxi unions fiercely opposed it; lawmakers passed the 'Tada Ban Act' revision to the Passenger Transportation Service Act in 2020, outlawing the service, and Tada Basic was suspended in April 2020. VCNC pivoted to licensed taxi franchise services (Tada Light), cut staff, and was acquired by fintech unicorn Toss (Viva Republica, 60% stake) in 2021.

02 / Tada (VCNC) FAILURE REASONS

Failure reasons

Tada's signature service died by legislation, not by market failure. The core problem: Tada Basic operated through a legal loophole - rental vans with drivers - that the taxi industry saw as unlicensed competition. After fierce lobbying and taxi-driver protests (including driver self-immolations), the National Assembly passed the revised Passenger Transportation Service Act in March 2020, banning 11-passenger vehicles with drivers - the exact model Tada ran on. The service was loss-making and investor confidence collapsed; VCNC shut down Tada Basic in April 2020, canceled new hiring, and asked 30% of employees to resign. Socar founder Lee Jae-woong stepped down, and CEO Park Jae-wook said he 'didn't want to encourage other people to start a business in Korea any more.' The franchise-taxi pivot (Tada Light) never replaced the revenue.
